The ICC study revealed that all bowlers have some sort of bend in the arm therefore all bowlers must be chuckers. 15 degree is what the rule says and he is obviously in that bracket.

The ICC tests did show that all bowlers straightened their arms to some extent (this was already known), but changed it from a max of 10 degrees to a max of 15 degrees purely so as not to exclude Murali.
Besides, he gets most of his wickets with the doosra, which I don't think it is possible to bowl without throwing it.
Warne is a fat drug / sex addict, but he is a better cricketer than Murali.
