Costume party is a bit different, it tends to involve bouts of nakedness whilst outfits are swapped. It's traditional to go home with someone elses partner and make love to them all night too. The internet reference you found might not describe that part, it's a british tradition though.
We call those key parties or swapping parties here in the US but they usually don't involve cross-dressing.
