Yes there's that, as in 'my window overlooks the sea', but it often also means to miss something; 'I overlooked the clause in the contract' , which I suppose means to look over and beyond something, and therefore not see it.

My chair is too high for this computer and as a result I initially missed this thread.

In short, I overlooked this thread due to overlooking it.
