I'd hardly find his post to be consulting a third party, and celtic's post certainly isn't assisting him. How do you conclude "cheating" in this instance?

Yes,there's nothing in the TOS that forbids talking about a game in progress but it's terribly bad chess etiquette ,just like whining in forums about a player who doesn't accept a draw or doesn't resign.
