Take USA out of the equation and these type of mass shootings are once a decade events.
Shockingly sad, just as poisonous as the NZ mosque shootings in 2017.

Changing Laws is more efffective than prayers.
But I don't see how killing a bunch of Jewish people (including kids) in Australia would stick any pins through Netanyahu's heart (if he even has one).
As for changing laws -- I think that's too late. Even before 3d-printed weapons, criminals could obtain untraceable handguns made of metal. However, that whole system of registered gun owners still seems rather polite.
Maybe eventually we'll have some kind of Operation Klaatu where orbital scans can locate all (conventional) weapons on Earth and determine whether they are registered or not.
As time goes on, it might become easier and easier to kill someone, directly or indirectly, and the answer to that really has to be, "Yes, I'd like to and I could, but no I won't."
Similar to creative limitations that might be inspiring in other domains, maybe the choice never to kill could lead to some creative comeuppances.
