A 1000 rating will now be awarded to anyone artificially raising their rating.
To the guilty, I will not name you, but really, there are more important things in life than achieving an RHP rating by playing multiple games against yourself. (Note : Multiple accounts per user are NOT allowed either…😠)

Another issue that has been noticed is people agreeing to resign or draw in tourney & clan games for various reason other than the game being drawn or lost (eg. so that both players automatical progress through to the next round of the tourney, or that a clan remains higher in the tables...). This is harder to monitor and to regulate (who's to say that he didn't resign because he thought he was losing?) but should it at least be discouraged?

Has justice been served? Mossgroup manipulated his rating in order to be eligible for the Beta Quickfire Midi Duel tournament (1300-1600). He's still competing in this tournament, despite now having a too low rating of 1000. So his dishonesty continues to be rewarded. I can't think of any other situation in which someone who broke the rules in order to illegally enter a competition and is caught red-handed by the organisers, would be allowed to continue!
Furthermore, his opponent not only has to play against a proven cheat, but is facing the prospect of losing a considerable amount of rating points should he fail to beat a player with a 1000 rating.
Mossgroup and Pakaya should have been instantly banned from the site. They didn't make just one mistake. On the contrary, they broke the rules repeatedly, creating multiple identities, knowing it was not allowed, and playing dozens of bogus games. If it had happened in one game, it could perhaps be forgiven. But not so often, and in such a blatant and systematic manner.

You do make valid points though, regarding the tournament, and possible "colateral damage" from the rating decrease. If possible, mossgroup should be kicked out of the tournament, or barred from progressing to the next round, should he somehow win his group. However, I did take a look at some of his "real" games, and I think that a rating of 1000 isn't hugely lower than his real playing level - I'd say that he plays probably somewhere between 1100 and 1200.
A suggestion to limit possible damage to ratings of those he might beat while having a low rating, if it is feasible, would be to make his rating provisional for the next 20 games - so that his rating would be p 1000. As we know, the rating hits you take for loosing to a provisional player are significantly lower than the hit you take for loosing to a player with an established rating.
As to whether or not to ban these people I think that is up to Russ' discression, and what is best in the end will be learned from experience - these are still quite early times after the introduction of the TOS agreement, so I think that some sort of general policy will form with time in accordance to what is found to be best, and most acceptable to the members in general.

The site needs to be proactive in its fight for eliminating cheaters of this nature, not just finding after they have done the damage but rather set up a program that detects if someone resigns before move say 10 or 15. This program could send Russ an alert and he could check it out, eliminating it immediately before exposure to the forums gets everyone stress levels and high blood pressure high.
Once they do catch the figs red handed, they need to send them the TOS that they agreed to in order to continue using the site and say your account will now be deleted, or indefinitely suspended I should say without him/her knowing what the password is.
If something isn't done to prevent them from doing it again, they will continue doing. Maybe not the parties envolved here but somebody else tommorrow or next week. And quite frankly, a lower rating isn't that big of a punishment, its more of a punishment for the players they have to play against.
