There was this chap who was out collecting sticks on the Sabbeth day. Perhaps he was feeling a little chilly and wanted to warm his hands, or perhaps he wanted to heat some broth. Maybe his wife was having a baby and he wanted to heat the water for the hot towels. Unfortunately the Bible doesn't tell us why he was collecting sticks. But the Lord didn't like anyone doing anything on the Sabbath so he ordered Moses and his thuggish mates to stone the poor chap to death. This they subsequently did.

The Sabbath-Breaker Put to Death
32 While the Israelites were in the desert, a man was found gathering wood on the Sabbath day. 33 Those who found him gathering wood brought him to Moses and Aaron and the whole assembly, 34 and they kept him in custody, because it was not clear what should be done to him. 35 Then the LORD said to Moses, "The man must die. The whole assembly must stone him outside the camp." 36 So the assembly took him outside the camp and stoned him to death, as the LORD commanded Moses.
Stoning a man for gathering wood on the Sabbath seems like a severe punishment, and it was. This act was a deliberate SIN, defying God's law against working on the Sabbath. Perhaps the man was trying to get ahead of everyone else, in addition to breaking the Sabbath.
In this time God won't tell people to Kill people. But when God's people are Raptured God will destory all the people who accept the mark of the beast.

Read in context, the most natural inference is that this episode is about a man who deliberately and defiantly disobeyed the word of God.
