I don't look at this as MY problem, because I feel many agree with this issue.
It's a social problem, in which people are proving that they don't care about the others around them.
Update: I'm currently sitting next to someone who is listening to a Spanish news broadcast on his phone, no headphones, loud volume.
So.....am I supposed to say something?
Is he really that stupid?
Or.... will my saying something immediately cause an attitude on his part, for me having the nerve to interrupt?

I can't remember where or when it was but I have asked someone if they had headphones before. Probably on the train.
People have become more selfish, self-centered and like you said they just don't care about others around them.
I don't care if someone talks on the phone in a restaurant or bus or whatever but do it at a tone you'd talk if they were sitting beside you. Why do people shout on the phone?

More than phone conversations though, it's the videos and music without headphones that's become a real problem. It baffles me how someone blasting a vulgar rap song doesn't pause and wonder if the crowd around him wants to hear that 'noise'.
