That would rely on people voluntarily sticking to those forums, though.

Maybe Russ code code people who spam so that they couldn't post anywhere else... hmmmm... sort of like lojack for spammers. They would then be punished for being stupid.
But then you get into who decides who gets coded... it's all a big depressing mess. 😞

All groups get spammers, trolls and idiots. Some just visit for a while and try to insult and annoy as many of the regulars as possible.
Some stay permanently. There is nothing you can do to stop it except complain to their ISP (in extreme cases), or leave the group.
Lots of groups have been lost to idiots in this way.
It's a shame people can't self-moderate but there you go...

The actual spamming is the problem. Those people who post every two seconds kills the bandwidth, making page requests to the server all the time.
BTW, will our children read about this one day in the history books as "The Great Forum Wars of RHP '03"?
