I imagine its more difficult to run from the cops with your pants below your junk. Plus, from what I understand the origin of that look was from prison. Men in prison wore their pants low when they were spoken for. The other reason their pants looked like that was because they were not allowed to have belts because prisoners were likely to try to commit suicide.

It originated from the need for big brother to hand his trousers down to little brother to wear as the family was too poor to get new trousers.
Little brother, being little, had to wear his trousers a bit baggy until he grew into them - hence the look.
