Well, how about if they eat stuff as they walk around the shop?

They haven't actually stolen anything until they try to leave without paying.

My uncle and brother shoplifted for a while so we could eat. I had a job, as did my mother, but we couldn't also support my brother, uncle, his kid, and his friend. Dang hillbilly family.

The shoplifters I know are well off. It's a craving for some kind of buzz perhaps. A square meal would be a good punishment if it was large and bland and they had to eat it all.
