The cactus the laws refers to is the Saguro. It only grows in southern Arizona and is endangered. And yes, they strictly enforce this law.
Manufacturing and selling imitation cocaine, seems like it would not only help boost the drug trade, but also pose a health risk to the buyer.
Can you imagine 120 degree heat outside and you feel heat stress setting in as you are walking home from school. You go in to Carl's Jr and ask for water. They tell you it's $1.50 and you realize you don't have your wallet on you..... Might seem a little silly to people that don't live in the desert, but check out the statistcs on heat related deaths in AZ and NM sometime.
For crazy laws that are actually enforced, check out Singapore. You can be looking at jail time for bringing chewing gum into the country (and they really do check).
