If I understand what you're getting at, I'd say that those gangsters have no respect for anyone. They confuse fear with respect, but how can that be respect if it's only for those that they know can hurt them?
I load my pistol with Federal +P+ "Law Enforcement only" loads, Federal restricts their sale to police departments but the local police supply gunshop sells them to anybody..tee-hee.
