Have you considered the dimensions?
As far as I remember the area that must be covered by the goalkeeper is 7 meters wide x 3 meters high (not sure about this one, may be more, say 3.2 m).
A shot from 12 m (a penalty), if well executed is mortal for the goalkeeper. Look for the reglamentary measures, I'm not very sure I'm right here.
But under this (or similar) conditions, a well kicked penalty is a goal for sure. No goalkeeper can stop it.

We need to do away with games being decided on penalty kicks and the players will just have to do with playing until someone scores.The penalty shootout is no way for a team to lose ,its just a luck thing in the end.

There's no way a game can be decided on playing until someone scores! It will cause so many injuries and will be really boring when it goes on for more than 5minutes! Penalties, although not a great way to end a match, is the only thing that is fair for both teams.

I can't see how it will cause more injuries and it would bring a new dimension into the game (fitness).
One other way they could decide it would be for each team to drop off a player each 5 minutes,that might make it a more spectacle game for you.

8ft (2.44m) high and 24ft (7.32m) wide, I think.

That's comical that is. The players are already at high fitness level's so that is not a problem for the players. The fact that the muscle's will start to cramp and also tired legs can make tired and clumsy challenge's leading to more injuries.
What happen's if it goes on for so long that there are only the keepers left on the pitch? Do you think the fans will stay to watch that? lol

I dont know if you have played to much soccer but i have played my fair share and i am also still playing rugby union and the more fitter you are the less likely you will be injured.
I really can not see it going down to two keepers as the teams with the better players should prevail. The faster players would remain and so on.
I also play in a touch football comp where this rule is applied and it works quite well.
Offer some ways to overcome this without the penalty kick option.

Actually Kawaguchi's save was in the normal 90 minutes, not a shoot-out.

I played football from aged 10 till now so I do know abit about it. I see you didn't reply to my bit about tired legs making clumsy challenges, as you probably know I'm right. Your idea would never be implimented because it would not give any more excitement to the viewers or add anything to the game, it would simply take it away.

I was a stand in goalkeeper for penalty kicks for my local team.

You have to move as the ball is being kicked, as otherwise you haven't a chance. The trick is to look at the run-up and the shape of the foot. If you can see the heel as he kicks, then it is going to my left. If you can't see the heel, then it is going central or right, you have to try to figure out by the angle of the swing of the leg. Its not difficult if the penalty taker isn't great. The problem is that the good takers know that this is the only way to figure out a side, and they show you the heel, and then at the very last second, change their foot angle.

I think that if a chess game ends in a drawn position, pieces should be randomly added until a decisive outcome has been reached.
