Don't know about second best but Gavin Harrison could be the slickest drummer in the world with the possible exceptions of Steve Gadd & maybe Stewart Copeland.

Jim Kilpatrick could be another but he's a snare-drum specialist.

Well, I'm not a big Rush fan, so I wouldn't necessarily recommend buying one of their albums, but if it's strictly drumming you're interested in and don't necessarily care about the other stuff, "Moving Pictures" would probably be a good example.
