it wouldn't be a matter of offering a draw, but of claiming a draw, as in 'insufficient material', '50 moves' or 'repetition' situations, and wouldn't therefore require the cooperation of the opponent.

nice slogan, though. maybe i'm just particularly vulnerable to soundbite politics, but that's just about convinced me to take the win.
