I do, usually. Some people are chatty during games, others are not.

When people don't wish me good luck, I sulk..😉

Personally, I like to begin a game by stripping naked, putting a live badger on my head, whacking my opponent in the face with a moldy cheese, and singing the national anthem of Lichtenstein.
However, this is difficult to do online, so I usaully just say hi or good luck.........
