It's someone who believes there is absolutely no god; it could also mean someone who doesn't believe in any supernatural explanations whatsoever.

I'm an atheist, but I am open to the idea that there could be a god, I'm just not convinced yet. So I wouldn't be a "true atheist" by that definition.
