After 1.e4 d5 2.exd5 Nf6 3.c4 c6 4.d4 Black has to defend against the Panov Botvinnik attack (usually reached via Caro Kann), which is a very powerful attack for White.
1.e4 d5 2.exd5 Nf3 3.c4 is what I would play as white, and as far as I know the main line is 3...c6 in which case white plays 4.d4 cxd5 5.Nc3 and we have completed the tranposition.

thanks that is why i have played c5 recently, and then attacked the pawn later with e6.
Interesting, and then if white invokes en-passant then black develops a knight. Although, if you played that against me I would let you play it and continue with Nf3.
What would you do if white played 3.d4? this may be better then 3.c4
