Rated 1946 USCF and 1400 something here?? That's pretty hard to believe. For me it is the other way around and that would be expected. The reason for me is zeitnot (time pressure), and the fact that moving the pieces around on the screen in analysis will zap your powers of visualization if you're not careful to avoid that by first calculating over an undisturbed board. I've fallen victim to that.
Getting back to OTB/RHP variances, if you see and understand enough to demolish the average B-class player in OTB, you ought to easily reach a 2100 RHP rating. Ask any of the guys here with ratings above 2200. I'll bet 90% of them are OTB 1750 or better. And vice-versa, you'll find very, very few players of proven OTB expert strength who are having trouble getting beyond 1500 here -- unless they're playing 750 games, like Wiabj, and spending five minutes on each move just before timebank depletes.
I'm willing to bet a small fortune on the truth of the above.

1) I reduced my move frequency in the last few months, so I've was timed out in several games
2) Because I am a non subscriber, my RHP rating grows slower than my USCF, as I only can play 6 games at a time
3) I never play seriously on the internet- be it blitz or online correspondence- it's not that I don't try, but for some reason on the computer I just can't focus like I do over the board
4) I never really spend more than a few seconds per move in RHP game, something which I never do OTB
There was a point where my RHP rating was somewhere around 1600 and my USCF was in the mid or upper 1700s, but that was the closest it ever got
If true, then why bother? What are you doing here? If you're here to play, why not man up and give it the good go? A rating here under 1500 is nothing to be proud of, I hate to say. It means your not making much of an effort. People who piddle away here w/o trying to improve their game must be masochists, 'cause in my book, it ain't fun to lose a sloppy, badly-played game. There are way too many books and Web sites out there to learn from and help yourself. Much better to try a little harder and make the game worthwhile for both people, I think.
How would you feel about getting stuck in a tournament with someone who couldn't give a rat's ass about the results? That's b.s.
I play chess online to relax and for fun. I play chess OTB for fun as well, but I also play competitively. Why should I bother making an effort here? There are no prizes, the high rating is almost meaningless with the accusations of cheating, any chess achievements I get would be anonymous. Every time I play OTB I give it 100%.
Right. Apologies. I was way too harsh above. Just because it's against my own nature to play w/o effort and fear of loss, doesn't mean that others feel the same.
I relax by doing something that is not competitive. But I'll back off in general about this. Goals and total relaxation sound a little at odds at RHP, but I can see it, I think. You just have to have a thick skin!

I have a few goals, although none are actually related to ratings. As a relative novice to the game (Started in July 2008) I just want to see steady improvement in my play. I don't fully believe it's fair to set rating targets on an annual basis - it's like a poker player saying "I want to make £100k this year". If you make £95k, is your year a failure or a success? In chess, the same can be said because it puts far too much pressure on. The target may be unrealistic.
With all that said, my basic goals for 2010 are:-
1) Enter at least 12 classical time control OTB tournaments (One a month at least!)
2) Go back to basics with my openings - I spent too much time playing London System, Sicilian Najdorf and Semi-Slav. I never learned the 1. e4 e5 open games for either colour, so it's important for me to learn how to play these so I can develop properly.
3) Take correspondance chess seriously - I used to play over at Chessmaniac and just moved instantaneously. I want to treat this for what it is - a resource that gives you loads of time to really dig deep into a position.
4) Stop playing so much blitz chess - it ruins your game when you start out if you play it too much.
5) Study the correct material - I've been studying Petrosian v The Elite (Keene) and Technique for the Tournament Player (Dvoretsky/Yusupov) and it is clear that these are way too advanced for a class A player, let alone a Class D/E player! As I need to learn open games - study Fischers 60 memorable games, continue to use Silmans Endgame book and focus on Winning Pawn Structures (Baburin).

I do practise what I preach.
Of the 120+ games I've played on here I have made just ONE blunder.
(don't log on drunk - you will regret it.).
Game 5050497 I won a piece and simply let White take it back (15.Nxd2).
(Luckily I swindled the piece back a few moves later and won).
I've played loads of very dodgy moves and down right bad moves
but these were done on purpose, setting silly traps (most which worked),
trying an opening idea or out of sheer desparation in a lost postion.
Make that your New Years Resolution.
Before you press 'send' forget your plans and schemes.
Use fresh eyes and look for undefended pieces and Check ALL Checks
(especially the silly looking ones). You will be surprised how many wins
this gets you and losses you avoid.
