is it possible to decline a clan challenge if I have made no moves?
my opponent indicated that he would not honor the vacation flag; the alternative would be to change the time period ( from 3 to 14 or 28 days, but I am not sure if I have that option

No but if you do not make any moves when he claims the time out your rating will not be affected.
