The short answer to your question is no, what the director did is not a
violation of the rules. The better question would be, did the director
exercise good judgment when he made that decision. And the answer to
that is yes he did.
This was a 4 round tournament with only 6 players. And for the 4th
round, ----- ------ dropped out, therefore one of the remaining 5 players
had to receive a full point bye. The TD properly gave the bye to ----- -----, the only player with no points. The other 4 players each had 2
points so if he had given the bye to any of them that player would have
had a lock on first place because of his bye. The TD was then faced with
the choice of pairing the ----- brothers or pairing two players who had
played each other previously. He made the right choice.

Why bother? You're rated in the 1200's aren't you? It's not like it has a major significance. Although you may have a reason if you're that bothered by it. I'm pretty sure the game should have been nulled or given to you though. So yeah, you may have a case.
