(1) Take on 2000 or more games;
(2) Drink a minimum of 12 pints of strong larger every night before settling down at the computer;
(3) Move quickly, no more than 5 seconds a move preferably less after all there are lots of games to play.
I find this works for me but alternative suggestions will be welcome.

Perhaps you will stay over 1400 for a longer period of time, perhaps you slide down again. When, and if, you go uner 1400 again, please come back to this thread and give us new advices.
Sometimes we have something the psycologists call "flow". Now you have flow. To keep the flow you have to give more energy. Why not from the beginning give more energy of study games, analyze your games so you know your good and bad qualities of your play.
Often it is enough to give each move one minute of thinking instead of 30 seconds. That may give you another 100 points of rating after a while. Espacially if you are blunder prone.
Sicilian, you say? Hmm, then it takes studying of the opening. The study itself is good, even if Sicilian is not. Some prefer other lines of opening, and if you ground it with study wyou get better result. (Because of the opening? No, because of the studying.)
I had once a flow, reaching 1668. Now I'm down to around 1600 and will stay there until I give more effort of studying. My 2008 years resolution is to study a chess book with 52 chapters, one for each week. Let's see where I end up with.
Anyway, good luck maintaining your 1400+ rating!
