Perhaps, unfortunately, more are convicted and are in gaol because (for some reason I cannot fathom) they commit more crimes.
If anything I feel sorry for people who use computers. Cheating just to get a rating that doesn't really mean much(don't take the wrong way, meaning here you arn't playing in big money events). When someone cheats, they are really stunting their growth as a chess player. You learn more losing a game then winning ten. It's amazing how people let ratings alter their ego.

Because no low rated player would ever use an engine for a move or two to get an advantage, or to get himself out of a tight spot.
Edit: and whilst we are on this point. If a higher rated player knows they are in a tight spot they probably have the skills to find the way out if they bother to take the time.
The skill is recognising when you have a problem (or an opportunity) and spending time on that position. Lowly rated players rarely recognise either. Middling players recognise it but fail to take sufficient time, messing things up (sometimes). The best players in recognising the threat or opportunity take time and find the defence (or win).
