I'm new to the site.. but so far i ran into a player who basic is losing and doesn't finish the game or resigns.

What happens?

He's probably hoping for you to slip up and get a stalemate. It is possible and has happened in the past, though rarely in higher level play.

I wish. He messaged me and basically indicated he's stalling and hoping for a timeout so his rankings don't go down.

Well the Original Poster has only got three games on the go and one of them is still in the opening. The other two are indeed 1/0 time control!

1. up to you to demonstrate that your opponent is "losing."
2. asking your opponent to resign is poor sportsmanship on your part.
3. "doesn't finish" is a non sequitur ( i just like this word )

Just in case you don't know, if the opponent lets himself run completely out of time, a skull will appear next to the game in your list and you can click it to claim the win.

If he's still moving within the time limits, though, then you just have to play on and checkmate him.

The game in question has a 1/0 time limit. With that time your opponent must move at least once a day or you can claim a win on time (which I see you know how to do as you have previously claimed such a win). With a 1/0 time contro time management is a major part of the game and I too would try and catch you out.

As you are only playing 2 games this hardly matters. Even as a non sub you can start 4 more and the existing game will soon be over (with those time controls) if you know how to win it.
