    It would mean the sandbaggers would have to work harder to lower their ratings but other than that ,in normal play it goes against all the principals of competition.
    If my opponent doesn't turn up for a bowls match I still win the game

    A plea deal!

    Backgammon has its dice but then it also has an element of randomness.

    Chess is bolder than that and resignation allows you to cut the torture short.

    Chess is like Bond, escapes from certain doom crop up with amazing regulatory.

    Ratings are pretty meaningless anyway so adding an additional element on the basis of boldness/beligerence/bloody mindedness/bravado could lead to some interesting results.

    Obviously this would also mean that players who lose a "won" game would have to be penalised to a greater extent.

    Please clarify the point at which a player should resign to avoid additional penalties.

    So one point for a win, 1/2 point for a draw, 0 points for a loss, 1/4 point for a resign seeing a mate in two? What about mate in three, should it be 3/8 point for that?

    Tough guys don't surrender easy but try to make opponent's life as miserable as possible.
    In addition, resigns might be considered as fixing, that is throwing the games.
