It was a fast 1 / 1 game and I presume that this maens an 1 seconds increament. Maybe he had no time to offer a draw !? Think of it like this: If I offer a draw and my opponents don't take it, how much time do I loose in this action. I am sure that this GM would not like to loose on time to an "normal" player.
