make a policy, write it into your profile, and stick to it. otherwise you'll be agonizing about clicking the skull every time. make it "I always take the TO's" or "I never take 'em" or whatever suits you, but stick to it.

exactly, I ALWAYS take the skull when I get the chance, the only time I didnt was when I had a clearly winning position (up 2 rooks) against a 1900 and wanted the satisfaction of the win by resignation. Instead he decided to be a prick and exhaust his time before making each move, hoping to drag it out, so I got sick of it and tookt he TO.

I have had players facing a mate in one let their TB run so that I don't get to mate them - with a 21 day TB. Annoying and ridiculous.
I used to feel bad and I still won't take a time out if my opponent is on vacation, has told me, is not moving in other games and does not have a plummeting rating.
... but I have found that too many people just cannot be bothered to move and if they can't be bothered to message me as to why then, especially if they are moving in other games, I have decided that I must take the time out. Life is too short to waste on people who cannot be bothered to play so I then put them into my ignore list. People who take time outs when I am on vacation and not moving in any games also get blacklisted by me as that is unsporting.

That behavour is clearly pathetic. The only reason to do that is if your opponents rating is low at the moment and on the up so you want to wait until it is higher so as not to take too large a rating hit but in such circumstances a PM would explain all and keep him sweet.

The problem you have is shown by your statement, "Both times I took the free win." This was NOT a free win! You invested a lot of YOUR TIME in those games and deserved that your opponent move in a timely manner.
If you were playing in an OTB tournament and your opponent's flag fell, you would be considered an amateur for not claiming a win.
