Exactly 31 points on RHP if neither are provisional.

The player is suspected of being cheating. I think this is imposible in correspondence chess.

It would be -16 points for a 2400(=+) player and +16 for the winner. See FAQ.

A genuine 700 player could not beat a genuine 2400 player no matter how much of an off day the 2400 had as such a player would be able to give Queen odds and still win and a 700 player would not be able to force mate with K & Q vs K.

The only way to win here would be.

1. the 2400 has been banned;
2. the 2400 player leaves the site;
3. the 2400 falls seriously ill and is timed out;
4. the 700 player suddenly starts using an engine and plays like a GM.

He looks like Ponomariov, too. But maybe he has an identical twin who can't play chess. 😉

this is correspondance, it would have to be more like an off-year...to the point where he's as drunk as Nicole Richie

Oh strange, it changes for rating brackets. You're indeed correct.
