when your playing 1300 and 1400 players you can reach 1600 easily if you are a good 1400 or 1500. i think when you can beat 1500s consistantly you become 1600 because you can be 1600 and not be able to beat a 1600 player but if you can beat everyone that is close to 1600 such as 1570 and above you might classify yourself as one.
I have beaten my last three 1500s including you

I have already played with opponents rated +1500s and won
In the summer my rating was quite static because of timeouts
next step is 1600's

I hope you get there but these questions are really rather silly. Your rating is a measure of your performance and if you play stronger players and win it will rise quicker.

So do it. Accept no games from players rated less than 1600.
