If someone hasn't moved with a 7 day tmebank and hasn't had a conversation to explain i.e. going on holiday for a fortnight then click the skull every time

Just claim the victory, the time outs are there for a reason, if 7 days was not enough for him he should have played with a bigger time out.
Unless someone has his vacation flag up or asks me nicely i will always time out any game and i expect people to do the same with me as well. And even when they ask me nicely but keep on going into the skull after just about every move i will let them know that i will time them out and do so as well.
Time outs are part of the game, it has nothing to do with morals it is just a way of making sure that moves will be made in an acceptable time and giving you a stick to force them to do so. If they are not interested enough in making moves in the time you agreed upon then why should you wait indefinatly for them to move.

I don't think is bad morals but still, I don't feel proud when, several days after it appears, I decide to click a skull.
In a game OTB I always claim time when I could in order to win the game, regardless if I have a better position or not. Is that bad moral?

CC aren't as much to me
Plus with CC I don't know what the other person circumstance is. Maybe he just forgot, got sick, who knows.
But in OTB they are right infront of you, no excuses.
