And even assuming someone has the fish is wrong in the first place. The question does not ask for a long list of what everyone owns, but rather "Who owns a fish?"
The answer is nobody. That is why it is only 2%, because everyone tries to answer a question that isn't there or isn't answerable.

The stipulation could easily be fixed to avoid this (minor) ambiguity.
