So, why are people naked in a HAB? Because they want to lose weight, which means there is something wrong. They have already thrown out every bit of excess baggage, and their clothes, but the balloon keeps losing height (lack of fuel??)
Anyway, they decide to draw straws, small straw has to jump out.
Guess who got the short straw....
Hmm, okay, but why would it be so imperative to keep the balloon in the air? I think landing the thing would be more appealing than throwing someone overboard!

Agreed, I think my answer would only make sense if the balloon is losing boyancy over a specific critical terrain - say the hot, smoldering slag dumps of a steel mill! (All we need is to get over THIS little stretch!) Otherwise a gentle let down would save both lives (assuming there were two pax)
Anyway, are there any other suggestions??

Maybe the man died in the winter or the cold. He who drew the short straw got to wear both peoples' clothes so as to survive.
Did the man fall to his death?
Did the man freeze to death?
Is the man holding a straw because he "drew straws" and got the short straw?
Is the man holding a straw because he "drew straws" and didn't get the short straw?

Like I said, somebody mentioned a Hot Air Balloon (Maybe you?)
So what has a dead man got to do with a HAB - it's way up there, and he is here below, very much dead.
So, he must have fallen out. But why fall out with no clothes on. So maybe he took them off before he jumped.
But why jump with no clothes on? Then the straw begins to make sense. Although, I don't see why the poor guy would continue clutching it in his fist! So the answer is still not quite satisfying.
okay okay here is the solution and you get another one after this.
he and some friends where in a hot air bollown having fun...until they bollon starts decending, so they get rid of sandbags, but they are still deceding, so they get rid of their clothing, but they are STILL going down so they draw straws to see who is going to have to jump guess who got the short?
