If race is good enough to be a discussion topic in the original post when it comes to Asian kids, then why not blacks?
Just saying the richer countries tend to do better than poor countries because of peer support, financial support and so forth. I don't think it's a racial issue. Anyone thrust into a decent situation will do better than if he or she is a sheep herder in a hidden valley.

I don't think it has anything to do with some countries having kids with better brains or some such, just a matter of national pride and support. It doesn't take a lot of support for math, not like you have to build a particle accelerator to advance that science. So countries like North Korea, whatever the government wants to support, even if they have little money, what money they have can go to those sciences that produce the biggest bang for the buck.

An often under estimated factor is nutrition. Poor nutrition for the mother during pregnancy and for a young child has a permanent negative effect on intelligence for life. Nutrition also correlates strongly with wealth.
