Verify rating prior to tourney start

MANY PLAYERS ENTER TOURNEMENTS WITHIN THE SPECIFIED RATING. PRIOR TO TOURNENEBT START THE PLAYERS RATING ZOOMS 200 POINTS ABOVE THE MAXIMUM RATING ALLOWED FOR SAID TOURNEMENT. Have a computer program delete said player whose rating is above the maximum allowed for said tournemnt, prior to start of tournement in question.This gives said player an unfair advantage dur to Red Hot Pawns lack of inovative computer program, and provides no pleasure or entertainment playing a ignorant chess player. Then how can we prevent people to increase the rating...?
