I have known quite a number of pretty serious crims. I gotta tell you, rehabilitation is good, but without a deterrent level punishment involved, few will change their ways. UK prisons are now so 'rehab' aligned that they have little or no deterrent effect. And what deterrent effect they have comes more from the obnoxious behaviour of other inmates than any loss of liberty or fear of punishment. I know for a fact that some villains deliberately get themselves incarcerated because they have a higher standard of living in than than they do out.

To rehabilitate you need something to offer as the rehabilitation.

Society has nothing of value to offer to rehabilitate.

Every problem in the world is rooted in spiritual starvation.

Unless prisoners are given the life saving medicine of spiritual rejuvenation nothing will work affectively.

Repeat offenders must be terminated.
