But the Bible does describe the different beast in the Bible as nations or governments that have ruled or are still ruling.

I use to be really into eschatology years ago, the antichrist, the beast, all of it. Remember, a book called the late great plant earth? Anyhow I think the most important thing we can do at this point is keep our eyes on Jesus, it will be easy to be deceived if we don't.
There are many things said in the new testiment even by Jesus himself that says it will be a struggle to find life in the fiture and that we have to work for it and not be trapped by satan and be involved in his belongings.
Knowledge of the Bible might mean our salvation so we have to know what these things mean..

So we see that the beast represents an empire like Egypt, Assyria, Babylon, Medo-Persia, Greece, and Rome which Satan gives power and authority so he could work through. The Leopard, bear, and Lion identifies this beast empire with some of the combined characteristics of the prior Babylonian, Medo-Persian, and Greecian Empires only. The heads, horns, and crowns apparently represent the divisions of the human rulership within the beast empire at the time of the vision.
The sea or waters represent peoples, and multitudes, and nations, and tongues. (Revelation 17:15)
Some biblical scholars believe "sea" also represents the Mediterranean Sea and thus the peoples and nations near the Medeterranean Sea. So the earth or land is either away from the sea or where their are few peoples, nations, and tongues.
Then I saw another beast coming up out of the earth, and he had two horns like a lamb and spoke like a dragon. And he exercises all the authority of the first beast in his presence, and causes the earth and those who dwell in it to worship the first beast, whose deadly wound was healed...
And he deceives those who dwell on the earth by those signs which he was granted to do in the sight of the beast, telling those who dwell on the earth to make an image to the beast who was wounded by the sword and lived. The beast that arises out of the land was noticeable for its lack of a crown, symbolizing an empire or nation without a King. The two horns like a lamb could mean dual leadership with one possibly political and the other religions that looks harmless although it speaks like a dragon. My first thought is a nation like Iran, but perhaps it is Iraq or Afghanistan in the future.
The Theory is that the religion of Islam is a unifying factor in Satan's deception in the name of Allah and the promised Madhi as the antichrist and false prophet Mohammed that will force the Islamic mark of the beast on as many people as possibe.
