In the spiritual sense, yes. Doesn't mean they necessarily have to proclaim Jesus Christ as their personal Lord and Saviour in this life.

I understand the concept of 'born again' as that is clearly in the Bible. I take it that means baptism. Correct ?

I dont understand the expression 'accepting / proclaiming Christ as their personal saviour', which is in common use these days. What exactly does that entail and does it have any scriptural support ?
