Its not a blanket reaction - and each crime is looked at for its severity and its motive.
In many cases if the person was remorseful and the crime not very severe - they could just do hard labour for a while so as to show they are returning something back to society.
You must understand that terminating a rebellious violent criminal is the highest compass ...[text shortened]... is eternal and there is no one actually being killed at all...........just removed for a while.

I gather that your reference refers to another person quoting Robert Jastrow. This general paragraph I remember reading in about two or three different places in Robert Jastrow's book, "God and the Astronomers".
He was the founder, I believer, of the Goddard Center For Space Flight, a confessed Agnostic at the time of the writing of this book as far as I know. He also held some top position on one of the US's large optical telescope laberatories.
I always thought it was a striking paragraph. I honestly think that he repeats either it or something very close to it more than once in his book.
