I'm currently defending a siege, blueboard 21 day timeout.

My opponent, Celticcountry, hans't moved in any game in over a month, and has yet to start this siege since he is white.
On the siege page is states: "The defender or the new challenger may start the next waiting game at anytime." but I can't see a way for me, as black, to do this.
Any ideas?
