But here, if you read the report, we have a transaction that has a paper trail. A social security number. An address. An employer. A bank. There are many ways to track these transactions.
I don't know the specifics about California, but law enforcement in general has to gauge whether there is value in going after fraudsters. If there's enough money, I'm sure they would try to recoup.
