You’re discussing an after-the-fact transaction where documents identifying this individual through historic documentation were pulled out of thin air. How dense are you? Someone shows up, and we have no history with this guy, and suddenly, he has documents. How many IDs does this guy have?

Not surprised, someone who comes into the country illegally does not come in with their birth certificate, their country’s ID and so on, so we know who they are. They may apply for benefits under several names, those who set this up may make up a few to pocket some money. No paper trail means it starts when someone wants it to. How would you know, what do you look at to validate who one person is who came in illegally, let alone millions?
