And the basis was that his reputation was damaged because the IRS leak showed he was lying for years about his taxes!
The judge was about to toss the suit so he withdrew it. Then DOJ negotiated for him and "settled" with the IRS for a $1.8 billion fund that he can use as he sees fit though there will be 5 puppet commissioners who will do what he says or he can fire them whenever he pleases. And Trump businesses will be eligible for "compensation" even if he personally will not.
This is a scandalous theft of public money right in front of us.
