While it leads to poor morale and occasional incompetence, this treatment of troops can pay off by having the enemy kill disloyal troops or those who you don’t want to pay or feed any more. It also lets you have a big scary army without having to spend money on it. Chinese, Imperial Spain in Mexico, Mongols etc used these methods. Often there will be a reserve elite force to protect the leadership from their own army.
Or it can simply be Saddam Hussein syndrome where the leadership is simply incompetent, capable leaders have been purged, and people are too frightened to deliver bad news or give honest answers to questions.

This guy Zeihan has a clear explanation for Russia's motives and strategy:
First of all the Russians are not having children which means their population will soon decrease in number dramatically. This gives a sense of time urgency to Russia. If they are going to fight they need to move quickly.
Second, Zeihan suggests the Russian grand strategy is to take and hold nine chokepoints that control all access to the north Eurasian plain that Russia exists on. These chokepoints for the most part are outside of Russian direct control. The Russian army intends to remedy that according to Zeihan.
This means that Russia is not taking control of the Ukrainian coast for naval reasons but rather to block off the Bessarabian Gap.
The other two chokepoints in Europe are in Poland and the Balkans. The other six are facing south and east into Asia.
If Zeihan is right, Russia DOES intend to go into NATO territory because they think they need to control those Polish and Baltic chokepoints.
