A vote change would be manipulating, with criminal intent, some vote cast for candidate X to make it appear to have been cast for candidate Y.
The AZ audits have uncovered no evidence of vote changes (criminal intent), only counting discrepancies.
Here, I'll make the difference really simple for you.
Suppose at the county fair there is a competition to guess how many red and green marbles are in a glass jar. People stare at the jar and write down, for example, 50 reds and 120 greens, or 55 reds and 134 greens, etc. All the 'votes' are collected and the person who guesses right (or closest) wins the pig.
Later, when the 'voting' is done, a team of counters upends the jar and starts counting. They come up with 48 red marbles and 132 green marbles. Elmer Fudd is declared the winner and comes up to claim the pig. But Daffy Duck is outraged; he thinks somebody cheated somehow and demands a recount. So, the counters recount all the marbles, and they come up with 49 red marbles and 131 green ones this time, and Elmer is still declared the winner, as he got closer than anyone else to the 'right' number. Daffy Duck is still not satisfied, and demands that someone else, not the raffle staff, re-re-count the marbles. So, the local fire dept. is deputized to re-re-count the marbles, and they come up with 50 reds and 135 greens, and Elmer is re-re-confirmed as the winner. These are examples of counting discrepancies.
Later that night, Daffy Duck sneaks into the tent and replaces 25 of the red marbles with 25 green ones which he bought at the local toy store, and the following day demands yet another re-re-re-count. Then he presents his own revised 'ballot' from the previous day, which matches the 'new' marble tally, and tries to claim the pig. That is what vote changing would look like.
