Because parents, especially working parents, are not up to investing the time required, they will purchase boxed home schooling programmes, of which there are many available (just google it). If these vouchers allowed parents to choose schools that follow nationally standardized education, then it wouldn't be a problem. This isn't the case with Arizona's vouchers.
