Governments protect all our rights equally, but as a practical matter (with finite resources) they can only do that within a defined geographic area.

The fact is nations are not defined by geography. They are defined by ethnicity and culture.
A country is defined by geography. A nation is defined by culture. A State is defined by the legal system and the government. These are different concepts which you really should learn to differentiate.
