Sometimes later writers used the founding of Rome as their zero point but the Romans at the time defined the year by the rulers:

No one expects me to believe Augustus rose from the dead or was The Creator of the universe. Extraordinary claims demand extraordinary proofs; mundane proofs suffice for mundane claims.
However the Roman Catholic BC/AD system became most widely accepted even among non Christians. It became the Common calendar between different cultures. However Jews, atheists, Chinese (who also had their own systems for counting years) etc might feel uncomfortable referring to “our Lord” so they have the option of referring to it as the Common Era.
