Biden is obviously equating black people to apes and implying you cannot take the jungle out of black people. I have heard comment about OJ Simpson in this same regard. Without supporting Biden's 1977 stance against mandatory busing to achieve segregation (though it was in line with a substantial majority at the time), the quote obviously is implying that the use of mandatory busing would lead to "unruly" situations and possible racial violence as a backlash response. This was a common refrain at the time.
So there's nothing about blacks being "apes" or any such nonsense that you created in your own head.
