The word jungle in this context has nothing to do Africa or Africans. It’s clearly a metaphor for impenetrable problems that are stacking up due to decades of racism and poverty that will come to dominate US politics until it’s sorted whether right wing racists like it or not. It will not be contained within the run down urban areas and dilapidated city centres forever.
It doesn't take a genius, however, to see that some current social problems America is facing now are a direct result of decades of inaction and "bad action" by those "at the top".
